John Borack said he has been a fan of Elvis Costello since the s, and after one of the rock star's concerts in , he decided it was time to share that passion with the world.

Borack, who has worked in music journalism and plays drums for local band the Popdudes, produced a tribute album to the band Shoes in and a tribute to s and '70s pop music in He and Olivia Frain, a television producer who lives in Florida, teamed to produce "Beyond Belief," which boasts 50 Costello tracks covered by artists who donated their time. Holland's Opus Foundation, which provides musical instruments to grade schools in needy areas. It is named after a film about a high school music teacher who aspires to compose a great piece of music.

A lot of the arts are kind of going away from grade schools, and Mr. Holland's Opus Foundation is a great organization. We expect that many kids will now have access to instruments that wouldn't have without the proceeds from the CD. After earning the rights to Costello's songs and receiving the singer's blessing, Borack and Frain reached out to musicians they had met.

Borack said he and Frain haven't gotten a response from Costello since "Beyond Belief" came out, but they have sent him several copies. Imperial Bedroom continued a direction, starting with Trust , where Costello used a piano to compose songs, which was different from the writing approach he used on his first four albums.

Instead, the band experimented with different instrumental choices, including a piece orchestra for " And in Every Home". Costello also attempted to vary his vocal performances, such as the contrasting vocal tracks in "Pidgin English". Many of these studio embellishments had to be stripped when the songs were played live in concert. Despite some of the lyrical content, Costello had imagined this to be his most optimistic album to date.

This was the first Elvis Costello album to include a transcript of the lyrics. They were printed on the inner sleeve in all capitals with no punctuation. The UK release varied this presentation of the lyrics, such that on one side of the inner sleeve there was a circular cut, which made one side of the LP's centre label visible.
